Handover record for a flat (předávací protokol)
When you move into a rented flat or out of it, you and the landlord write down the state it’s in: each room, every defect, the meter readings and the keys. Fill the record in here and print it in Czech, with English under each line, for both of you to sign.
In short: a handover record (předávací protokol) is the list both of you sign on the day the keys change hands. Moving in, it shows what was already worn or broken, so it isn’t charged to you later. Moving out, it shows you gave the flat back as you took it, apart from normal wear, and it’s the evidence when the deposit is settled. No law sets its form; what counts is that it’s complete, dated and signed by both of you.
Fill in your handover record
Choose moving in or out, then fill in what you know. Add and remove rows to match the flat; anything left empty prints as a blank to fill in by hand on the day.
What you type stays on this page: it isn’t sent, stored or put in the address. Reloading the page clears it. The record prints in Czech. Write names and notes in Czech if you can, or in a language you both read.
The serial number is on the meter’s plate. With a two-rate electricity meter, write both readings; with heat cost allocators, add a row for each radiator.
Count every key and chip that changes hands.
What comes with the flat. Switch each appliance on before you write down its condition.
How many you took and where both of you can find them, for example: 32 photos, sent by email on the day.
For example, who fixes the dripping tap, and by when.

What the law says about the handover
The Civil Code doesn’t ask for a handover record, but it sets what the flat must be like on each day the keys change hands, and the record is how you show it was.
Moving in: the flat must be ready to live in
Unless the lease says otherwise, the landlord hands over the flat clean, in a state usually thought good, with the essential services working. It’s handed over when you have the keys and nothing stops you getting in; if the lease names no day, that’s the first day of the month after it takes effect.
Defects you find when moving in
If the flat isn’t ready to live in on the agreed day, you may refuse to move in, and you don’t pay rent while the defect lasts. If you move in anyway, ask the landlord to fix it without undue delay, or that right lapses; until it’s fixed, you’re owed a fair cut in the rent. None of this applies to a state you knew, or would have seen at a viewing you were properly invited to, when you signed.
Moving out: hand the flat back on the last day
You hand the flat back on the day the lease ends. It’s handed back when the landlord has the keys and nothing stops them getting in. For each day you hand it back late, the landlord can charge as much as the rent.
Moving out: as you took it, apart from normal wear
You return the flat in the state you took it over in, apart from the wear that comes with normal use and defects the landlord should have fixed. That’s why the record from moving in matters on the day you move out.
The deposit comes back, less what you owe
The deposit and any lease penalties together can be at most 3 months’ rent. When the lease ends, the landlord returns the deposit with interest at least at the legal rate, less anything you owe, such as unpaid rent or damage beyond normal wear.
Next: the end-of-lease tool works out when the lease ends and when the deposit is due, who pays for a repair says whose a defect is, and the moving checklist puts the handover in order with the rest of the move.
What to photograph on the day
Photos back up the record: take them while you walk through the flat together, and keep the originals, which carry the date and time.
Each room from the doorway, then each wall, the floor and the ceiling.
Every defect close up, with something beside it for scale, and again from a step back so it’s clear where it is.
Each meter with its display and serial number in one shot.
All the keys and chips laid out together.
Each appliance switched on, and the inside of the fridge, oven and washing machine.
Send the photos to each other the same day, so both of you hold the same set.
Questions
Handover records, answered
Is a handover record required by law?
No law asks for one or sets its form, and a lease is valid without it. But it’s the only record both of you signed of the flat’s state on the day, so without one, a dispute over damage or the deposit comes down to one word against the other. Ask for one when you move in and when you move out.
Who writes the handover record?
Either of you can bring it; often the landlord or the agent does. Read it before you sign and add anything missing, such as a defect, a meter reading or a key. Each of you keeps a signed copy.
What if I find a defect after moving in?
Tell the landlord in writing as soon as you find it, with photos, and keep a copy. If the flat wasn’t ready to live in, ask for it to be fixed without undue delay after moving in, or the right lapses (Civil Code §2244); until it’s fixed, you’re owed a fair cut in the rent (§2245).
What counts as normal wear?
The wear that comes with ordinary use: faded paint, floors worn where people walk, fittings that have aged. You return the flat as you took it over, apart from that wear (Civil Code §2293). Damage beyond it, such as a burn, a cracked tile or a broken appliance, can be charged to you, often from the deposit.
Why write down the meter readings?
They split the energy and water between the last tenant, you and the next one. Moving in, they’re where your first bill or service-charge settlement starts; moving out, where your last one ends. Write the serial numbers too, so the meters can’t be mixed up, and photograph each display.
What if the other side won’t sign?
Fill the record in anyway, with a witness if you can. Photograph every room and meter, then send the record and the photos to the other side that day by email or letter, keeping proof that you sent them. It’s weaker than a signed record, but it shows the flat’s state on the day.
Does the record have to be in Czech?
No law says so, but a Czech landlord, and a court if it ever comes to that, reads Czech. This record prints in Czech with your language under each line, so both of you can read what you sign.
When do I get my deposit back?
When the lease ends, the landlord returns the deposit with interest at least at the legal rate, less anything you owe (Civil Code §2254). The handover record is the evidence of what, if anything, you owe for damage. Our end-of-lease tool works out the day it’s due.
Is what I type stored anywhere?
No. It stays on the page in your browser: nothing is sent to us, saved or put in the address.
