Check your service-charge settlement

Once a year your landlord settles the service charges you paid with the rent. Put in a few dates to see whether it came on time, how long you have to check and object, and when the money changes hands. Tick its items to see which aren’t services, then print a letter in Czech.

The settlement
What it comes to

178 days late

It was due by 30. April 2026 (§7(1)). For each day begun, your landlord owes you a penalty of up to 50 Kč: up to 8.900 Kč in all (§13).

“Up to” because your house may have agreed a lower amount, and none is owed when the delay was your doing or it wasn’t fair to ask for the settlement on time (§13).

Ask for the bills by
24. November 2026
Object by
24. November 2026
Or 30 days from when the bills are shown.
Balance paid by
25. Februar 2027
The law’s latest: 4 months from delivery, unless your lease sets a sooner day.

Check the bills behind it

You can ask in writing to see the bills behind the settlement and copy them, and your landlord must show them within 30 days (§8). Objections go in within 30 days of getting the settlement, or of the bills being shown. Miss that, and you’re taken to agree with it.

What does it charge you for?

A settlement lists each service with its cost and what you paid towards it (§7(2)). Tick what yours lists to see which items are services.

What to do next

  1. Keep the settlement and its envelope: the day it reached you counts.
  2. Check that it lists each service with its cost and what you paid towards it, and tick its items above.
  3. Ask for the bills or object in writing, so it reaches your landlord by 24. November 2026. The letters are below.
  4. If you agree with it, there’s nothing more to do: keep it with your lease.

Make sure it reaches your landlord by 24. November 2026: send it by registered post with a delivery note (doručenka), or hand it over against a signature.

How the check works

Every date and rule comes from the Services Act (67/2013 Coll.), the Civil Code and the Property Tax Act as they read on 19. Oktober 2026. Each rule is listed below with its section.

The rules

  • The landlord delivers the settlement within 4 months of the billing period’s end; a period runs at most 12 months (§7(1), §2(1)(c)).
  • Each day begun after that costs the landlord a penalty of up to 50 Kč, unless the house agreed less (§13).
  • From delivery you have 30 days to ask for the bills and to object, and the balance is paid by the agreed day, within 4 months at the latest (§7(3), §8).
  • A deadline in days starts the day after delivery; one in months ends on the same-numbered day, or the month’s last day. Either moves to the next working day when it falls on a day off (Civil Code §605, §607).
  • An item is a service when the act names it (§3(1)). The repair fund, the property tax, inspections and the settlement’s own cost aren’t, by the law’s own words. Where the law isn’t plain, as with a management fee or the building’s insurance, the tool says to ask what the item is.

What it leaves out

  • How heating and hot water are split between flats, which a decree (269/2015 Coll.) sets: ask for the bills to check it.
  • Services paid as a flat rate (paušál), which aren’t settled.
  • Owners in an owners’ association (SVJ) or a housing co-op, whose own rules can differ.
  • What your house agreed, such as a lower penalty, and what your lease adds beyond the day for the balance.

Each figure comes from the law, read on the date shown.

Questions

Service-charge settlements, answered

When must my landlord send the service-charge settlement?

Within 4 months of the billing period’s end (Services Act §7(1)). For a period ending on 31. Dezember 2025, the last day is 30. April 2026.

What if the settlement comes late?

Your landlord owes you a penalty of up to 50 Kč for each day begun (§13), unless your house agreed less, it wasn’t fair to ask for it on time, or the delay was your doing. Ask for it in writing: the tool counts the days and prints the letter.

How long do I have to object?

30 days from getting the settlement, or from being shown the bills if you asked for them in time (§8). If you don’t object by then, you’re taken to agree with it.

Can I see the bills behind it?

Yes. Ask in writing within 30 days of getting the settlement. Your landlord must then show you the costs of each service, how they were split and how the advances were set, and let you copy them, within 30 days (§8(1)).

Do I pay the repair fund (fond oprav) as a tenant?

No. The repair fund is the owner’s contribution to the house’s upkeep (Civil Code §1180), not a service, and besides the rent and the services a landlord may not ask a tenant for any other payment (§2251(2)). The same goes for the property tax. If either is in your settlement, object to it.

When is the overpayment or shortfall paid?

By the day your lease sets, and at the latest within 4 months of the settlement’s delivery (§7(3)). Flaws in the settlement don’t delay an overpayment.

My lease has a flat rate (paušál). Is there a settlement?

Services paid as a flat rate aren’t settled (§9(1)). But on a lease of more than 24 months, or one with no end date, heating, hot water and water can’t be in a flat rate and are always settled (§9(4)).

Is my heating split fairly?

The tool can’t check that: how heating and hot water are split between flats follows a decree (269/2015 Coll.) and needs your building’s figures. Ask for the bills within 30 days of getting the settlement, and check the split and your meter readings in them (§8(1)).
