Consent to register a permanent address in Czechia

A Czech citizen moving their permanent address (trvalý pobyt) into a flat they neither own nor rent needs the consent of someone entitled to use it. Fill in the consent here, in Czech as the registration office reads it, print it and sign it.

In short: at the registration office the citizen proves that they own the flat or may use it, such as with their own lease. With neither, a person entitled to use the flat, its owner or its tenant, confirms their consent in writing with the signature officially verified, or confirms it on the registration form in front of the office’s clerk, with no verification needed.

Reporting a new permanent address, the citizen proves one of three things. Only the third needs this consent.

  1. You own the flat or the house

You prove that you own it. Nobody’s consent is needed.

  2. You may use the flat yourself

You prove your right to use the flat, such as with your own lease or sublease. Nobody’s consent is needed.

  3. Neither: the entitled person’s consent

You hand in the written confirmation of a person entitled to use the building or a defined part of it, such as a flat or a room, that they consent to your registering there, with their signature officially verified.

No written confirmation is needed at all if the entitled person comes with you and confirms the consent on the registration form (přihlašovací lístek) in front of the registration office’s clerk.

Who may give the consent

Not only the owner. The act counts as entitled anyone who may use the building or a defined part of it, such as a flat or a room, so a tenant may consent for the flat they rent, and so may whoever runs the lodging where the citizen registers.

Verifying a signature (legalizace) confirms only who signed, not what the letter says. The signer brings an ID document and signs the printed, filled-in letter in front of the official, or confirms there that the signature is theirs. The places that verify signatures are on the proof of accommodation page.

Where to get a signature verified

  • At the office of the new address

The change is reported to the registration office (ohlašovna) of the new permanent address. The citizen fills in and signs the registration form, which names the building’s owner, proves their identity with their ID card, and pays a fee.

  • The office tells the owner

When the entitled person isn’t the building’s owner, the office tells the owner within 15 days of recording the change that the number of people registered with that person has changed, with that person’s name and date of birth.

  • No rights to the flat

Registering a permanent address gives no rights to the building or against its owner.

  • A building for living in

A permanent address is in a building with a building number that is meant for housing, lodging or individual recreation. A citizen has only one.

  • Someone reporting for you

Someone else may report the change for a citizen over 15 with a special power of attorney, the citizen’s signature on it officially verified. For a child under 15, a parent or other legal guardian reports it.

For Czech citizens only

The Population Register Act’s “citizen” is a citizen of the Czech Republic. A foreigner reports a change of address under the Foreigners Act instead, on the form, with documents only on request; proof of accommodation goes with a visa or residence permit application. Registering your address explains it.

Questions

Registering a permanent address, answered

Does the owner’s signature on the consent have to be officially verified?

Yes, a written confirmation of consent is handed in with the signature officially verified. No written confirmation is needed at all if the owner, or another person entitled to use the flat, confirms the consent on the registration form in front of the registration office’s clerk.

Is my lease enough to register my permanent address?

Yes. Proving your right to use the flat is enough, and nobody else’s consent is needed. A lease or sublease in your name proves that right.

Can a tenant give the consent instead of the owner?

Yes. The act counts as entitled anyone who may use the building or a defined part of it, such as a flat or a room. When the person consenting isn’t the owner, the registration office tells the owner within 15 days.

Does a registered permanent address give any rights to the flat?

No. Registering a permanent address gives no rights to the building or against its owner.

Where do I report a new permanent address?

At the registration office (ohlašovna) of the new address. You fill in and sign the registration form, prove your identity with your ID card, hand in the proof or the consent, and pay a fee.

I’m a foreigner. Is this the consent I need?

No. This consent is for Czech citizens under the Population Register Act. A foreigner applying for a visa or residence permit proves accommodation under the Foreigners Act, with a lease or a confirmation of accommodation from the owner or another lawful user of the flat.
